Celebrating the 2025 NACA Scholarship Recipients
NACA is proud to recognize four outstanding professionals who have been awarded scholarships to attend the 2025 ICMA - International City/County Management Association Annual Conference in Tampa/Hillsborough County, Florida, this October. These scholarships, honoring the legacy of NACA’s county leaders, support travel and other expenses for recipients who exemplify commitment to excellence in local government. 2025 Scholarship Recipients:
Shane Digan (Craven County, NC)
Recipient of the David J. Krings Scholarship, Shane will use this $1,500 award to participate in the annual ICMA conference, furthering his development as an emerging practitioner in county administration.
Jeff Chute (Androscoggin County, ME)
As one of this year’s J. Thomas Lundy Scholarship recipients, Jeff will receive $1,500 to support his professional growth and engagement at the conference, where he will connect with peers and leaders from across the country.
JaConna Brooker (Wake County Government, NC)
JaConna has also been named a 2025 J. Thomas Lundy Scholarship recipient. Her award will help cover the costs of attending the ICMA conference, where she will continue to build on her leadership in local government.
Dr. Kevin Catlin (Kalamazoo County, MI)
Dr. Catlin joins this year’s distinguished group of Lundy Scholars, receiving $1,500 to support his conference participation and augment his contributions to the field of county administration.
Each recipient was selected for their dedication, leadership, and passion for public service. The scholarships are made possible through the generosity of the NACA community and the families who honor the legacies of David J. Krings and J. Thomas Lundy. As part of their award, recipients will share insights from their conference experience in The Journal of County Administration and participate in professional exchanges to benefit the broader field.
