Annual Membership Meeting: Meet your new NACA Board!

July 12, 2025 at the NACo Annual Conference, the National Association of County Administrators (NACA), held their Annual Membership meeting.

2025 Bylaws Amendments

During the NACA Board of Directors retreat in February 2025, the Board realized a need to update the association’s bylaws. Several proposed bylaw amendments were sent out to membership 30+ days ahead were presented and voted on. We appreciate everyone who completed the online feedback form prior to the meeting and we appreciate all of your thoughts and insights which helped inform the amendments below. Highlights of changes include:

1. Membership Categories:

  • Associate Members: Now includes a provision for digital application (Amended in 2025).

  • Affiliate Members: Updated to include digital application and approval process (Amended in 2025).

2. Offices and Elections:

  • Officers: Clarified the election process and terms for the President-Elect and Secretary-Treasurer (Amended in 2025).

  • Regional Vice Presidents: Updated the election process to ensure half are elected in odd-numbered years and the other half in even-numbered years. Amending At-Large positions to now be Regional VP Positions. (Amended in 2025).

  • Nominations: The nomination process for officers and Regional Vice Presidents has been updated for the committee to include President and President-Elect (Amended 2025).

3. Duties of Officers/Board Members:

  • President-Elect: Now serves as Chair and manages the Program Committee (Amended 2025).

  • Regional Vice Presidents: At-Large Directors now reclassified to Regional Vice-Presidents. Added responsibilities to promote cooperation among county administrators and actively participate in the Association's affairs (Amended 2025).

4. Committees:

  • Executive Committee: Updated to remove regional VPs from the Executive Committee. Executive Committee is made up of President, President-Elect, the Secretary-Treasurer, and the Immediate Past President (Amended 2025).

  • Strategic Plan Committee: This committee is now under direction of the immediate Past President (Chair) and shall include the President or President-Elect (Amended 2025).

5. Miscellaneous:

  • The article on State Representatives has been removed (2025).

Past-President Steve Mokrohisky presented the officer slate which the members unanimously approved. The slate with the Board terms are below. Thank you to everyone who attended and voted.
