Awardees of the J. Thomas Lundy Scholarship

NACA proudly presents the recipients of the J. Thomas Lundy Scholarship for the ICMA 2023 Annual Conference set to take place in Travis County, Austin, Texas. The scholarship has been bestowed upon two exemplary individuals: Janis Gallagher, who serves as the County Manager for Pitt County in North Carolina, and Tomeka Morgan, the Deputy County Administrator of Caroline County, Virginia. In recognition of their contributions and potential, they will both be awarded complimentary ICMA Registration along with up to $1,500 to cover travel expenses. Congratulations to both recipients for their well-deserved honor!

Meet the Recipients!

Janis Gallagher

A distinguished law graduate from Wake Forest University School of Law, has devoted her legal expertise to the service of Pitt County, North Carolina. Embarking on her career in 1998, she first served as Assistant County Attorney for Pitt County, where she provided legal counsel and representation for multiple county departments. Her dedication saw her rise to the position of County Attorney in 2008, where she represented Pitt County in all civil litigations, reviewed county legal documents, and provided in-house counsel. Recently, in January 2022, she was appointed as the County Manager for Pitt County, a testament to her exemplary service and leadership skills. Beyond her professional responsibilities, Janis holds memberships with the North Carolina State Bar, North Carolina Association of County Attorneys (serving as its President in 2012-2013), Pitt County Bar Association, and the North Carolina City & County Management Association.

Tomeka C Morgan

Tomeka stands out as a proficient accounting expert with a deep-rooted understanding of finance, budgeting, and governmental accounting practices. Having earned her MBA and M.S. in Accounting from Strayer University and a B.S. in Accounting from Virginia Commonwealth University, she has showcased her expertise across multiple pivotal roles in Virginia. As the Deputy County Administrator and former Director of Finance, she has overseen vast financial operations, including the implementation of Enterprise Resource Planning (ERP) systems and managing the County's substantial budgets. Tomeka's professional affiliations, including membership with the Virginia Government Finance Officers’ Association and the Alpha Kappa Alpha Sorority, Inc., attest to her dedication and commitment to both her field and community.
