At the same time, we are keenly aware that our communities will be significantly impacted by a new administration, regardless who wins. Recognizing this change as an opportunity, the National Homeland Security Consortium recently released a white paper, which we hope will influence both parties and set the stage for a collaborative relationship among the federal government and state and local governments in the new administration.
